Thank you for joining the conversation regarding the Township&#39;s proposed Sign By-law. The Township&#39;s current Sign By-law was adopted in 1991 and was identified by staff for review for repeal and replace in 2023. Staff presented the first draft of the proposed Sign By-law for Council&#39;s consideration at the April 10, 2024 Council meeting. Primary goals of the proposed Sign By-law:<ul><li>Develop reasonable restrictions to balance commercial interests and community aesthetics </li><li>Provide a clear and streamlined process for sign permit applications and variance requests from the Sign By-law </li><li>Ensure that the placement of signs does not impact community safety or adversely impact nearby properties</li><li>Provide enforcement mechanisms to be applied in a fair and equitable manner </li></ul>Highlights of the proposed Sign By-law:<ul><li>Provide provisions regarding digital and illuminated signs </li><li>Provide provisions for permanent signs and temporary signs </li><li>Provide signage permissions based on property zoning </li></ul>The proposed Sign By-law will be brought for Council&#39;s consideration for a first and second reading at the June 10, 2024 Council meeting. The survey will close May 17, 2024 at 12:00 p.m.

Proposed Sign By-law 

The Township of Puslinch Recreation Advisory Committee is conducting a survey to determine the community&rsquo;s knowledge of existing recreation facilities and gather a better understanding of the community&rsquo;s wishes with respect to recreation and leisure activities. The information gathered will help to develop a long-term strategy to support and promote social, recreational and cultural opportunities to be accessible in the Township. The responses will remain confidential. Please complete the survey at your earliest convenience and no later than May 31, 2024.Hard copies of the survey are available at the Municipal Office (7404 Wellington Rd 34) and at the Puslinch Library (29 Brock Road S).

Community Engagement Survey - Recreation Advisory Committee

Thank you for joining the conversation about Heritage Permits in the Township of Puslinch! In response to the changes in the Ontario Heritage Act, as a result of Bill 23, More Homes Built Faster Act, 2022 the Township implemented a Heritage Designation Process to support the preservation of built heritage within the Township. When a property is designated under Section 29 of the Ontario Heritage Act, property owners must apply to Council in order to alter, construct or demolish buildings and structures on their property and receive approval in writing from the Council. The proposed Heritage Permit By-law is seeking provide a clear process for Heritage Permit Applications, and to simplify the process to receive a Heritage Permit Exemption waiver for alterations/construction that do not impact Heritage Attributes as identified in the Heritage Permit By-law. Highlights of proposed Heritage Permit By-law: <ul><li>Provide a clear application and approval/refusal process for all applications to alter, construct, demolish buildings and structures on designated properties. </li><li>Provide transparency in respect to the permitting process </li><li>Provide delegated authority to staff to streamline applications to alter or construct that do not impact the Heritage Attributes as listed in the Heritage Designation By-law</li><li>Outlines exemptions from requiring a Heritage Permit </li></ul>Staff presented an initial draft of the proposed Heritage Permit By-law at the March 20, 2024 Council meeting, where Council directed staff to present the proposed Heritage Permit By-law to the Heritage Advisory Committee on May 6, 2024. Staff will present the next draft of the proposed by-law at the May 22, 2024 Council meeting. The proposed Heritage Permit By-law survey will close May 3, 2024 at 12:00 p.m.

Heritage Permit By-law

Thank you for joining the conversation about site alteration in the Township of Puslinch!In June 2020, Council directed staff to commence a review of the Township&#39;s Site Alteration By-law. Staff, in collaboration with the Township solicitor, prepared a number of drafts incorporating Council&#39;s feedback at the following meetings:<ul><li>March 3, 2021</li><li>August 11, 2021</li><li>November 24, 2021</li><li>December 15, 2021</li><li>January 13, 2022</li><li>December 20, 2023</li><li>January 10, 2024</li><li>Upcoming - February 7, 2024</li></ul>There have been a number of changes to Provincial Regulations and specifically 406/19: On-site and Excess Soil Management. It has taken a significant amount of time to understand the potential impacts to the municipality and to appropriately incorporate provisions into the Site Alteration By-law. Following staff&#39;s review Ontario Regulation 406/19 a presented and first reading of the proposed Site Alteration By-law was considered at the December 20, 2023 Council meeting and a second presentation and reading of the proposed by-law was considered at the January 10, 2024 meeting. The presentations, as well as, the first and second readings of the by-law are available to be viewed on the Documents section of this page.Highlights of proposed Site Alteration By-law:<ul><li>Tiered approach to permitting based on project size and complexity</li><li>Public notice requirements based on project size and complexity</li><li>Updated exemptions to allow for minor landscaping and maintenance works to occur without a permit</li><li>Incorporation of permit renewal, abandonment, transfer, expiry, revocation, amendment and closure process</li></ul>Primary Goals of the By-law<ul><li>Deter illegal activities through education and awareness, and where required, monetary penalties such as ticketing and doubling permits fees where work is done without a permit;</li><li>Obtain compliance without escalating to court proceedings;</li><li>Improve transparency in respect to the permitting process and engage with the public as appropriate; and</li><li>Ensure that the Township does not bear the costs associated with alteration activities by imposing user fees that reflect actual costs incurred by the Township, imposing securities to protect Township infrastructure and the environment, and requiring the applicant to cover all third party costs. </li></ul>The proposed Site Alteration By-law will be brought for Council&#39;s consideration for a third reading at the February 7, 2024 Council meeting. <a class="fr-strong external" href="https://puslinch.ca/calendar/2021-12-07-planning-development-advisory-committee/"></a><a class="fr-strong external" href="https://puslinch.ca/calendar/2022-03-23-public-information-meeting/"></a>The Proposed Site Alteration By-law survey will close August 30, 2024 at 12:00 p.m..
